In 1991 the state legislature amended Article 16 to include qualitative requirements for motor fuels. For this program the county is under a fully funded state aid contract to provide samples, from retailers and wholesale purchaser-consumers, for quality testing and to provide enforcement action when necessary as allowed by Article 16.
In 1994, the Department of Agriculture and Markets completed a memorandum of understanding with the Department of Environmental Conservation to share certain samples and to provide some additional samples as a basis of NYS DEC enforcement of this area of the Clean Air Act.
