SUPERVISOR OF BUILDINGS AND GROUNDS

DISTINGUISHING FEATURES OF THE CLASS:  This is an important technical and administrative position involving responsibility for the efficient and economical maintenance and security of buildings, and for the development and upkeep of grounds.  The work is performed under general direction, allowing wide leeway for the exercise of independent judgment in the planning and initiation of maintenance and repair work, and in purchasing activities.  Does related work, as required.

TYPICAL WORK ACTIVITIES:

Oversees wide variety of carpentry, plumbing, heating, electrical, and mechanical repairs to buildings and equipment, whether by employees or contractors;

Assists in the technical supervision of all custodial work;

Plans and prepares specifications for major alterations and repairs to buildings and equipment including electrical, plumbing and heating systems, development of grounds, and interior decorations;

Acts as purchasing agent for all custodial and maintenance supplies and equipment;

Inspects and otherwise exercises control over repair and alteration work performed by outside contractors;

Acts as technical adviser in the hiring of consultants, technicians, and contractors;

Makes regular inspections of buildings to maintain proper cleaning and maintenance procedures and makes recommendations for improvements or new equipment;

Maintains a variety of records and accounts pertaining to equipment, operation, purchase and inventory of supplies and equipment, and identities of and payment to suppliers;

Prepares tentative budget estimate covering all custodial, maintenance, and repair activities;

Assists in hiring, training, and scheduling of custodial, maintenance and security personnel;

Makes a variety of oral and written reports of activities;

Participates in maintenance and custodial duties;

Maintain compliance with State and Federal Regulations.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES, AND/OR PERSONAL CHARACTERISTICS:  Thorough knowledge of modern large-scale building maintenance and repair principles and practices including roofing, heating, ventilating, electrical, and plumbing; thorough knowledge of modern principles, practices and equipment used in large-scale building cleaning activities; working knowledge of building construction principles and practices; ability to plan and supervise the work of others; ability to operate a motor vehicle; ability to read plans and prepare specifications for the delivery of products and services; initiative; good judgment; dependability.

While performing the duties of this job, the employee is occasionally required to reach with hands and arms.  The employee constantly is required to stand; walk; and use hands to finger, handle, feel or operate objects, tools, or controls.  The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl; and talk or hear.

The employee must occasionally lift and/or move up to 50 pounds.  Specific vision abilities required by this job include close vision, distance vision, and the ability to adjust focus.

While performing the duties of this job, the employee regularly works in outside weather conditions.  The employee is frequently exposed to wet and/or humid conditions.  The employee is occasionally exposed to risk of electrical shock.

The noise level in the work environment is usually moderate.

MINIMUM QUALIFICATIONS:  EITHER:

A.        Graduation from high school or possession of an appropriate equivalency diploma recognized by the NYS Department of Education AND possession of an Associates degree in Engineering Science plus three(3) years of full-time, paid experience in large scale building operations and maintenance work, at least two (2) year of which shall have been in a supervisory capacity;

OR:

B.        Graduation from high school, or possession of an appropriate equivalency diploma recognized by the NYS Department of Education AND five (5) years of full-time, paid experience in large scale building operation and maintenance work, at least two (2) years of which shall have been in a supervisory capacity;

OR:

C.        Nine (9) years of full-time, paid experience in large-scale building operation and maintenance work, at least two (2) years of which shall have been in a supervisory capacity.

SPECIAL REQUIREMENT FOR APPOINTMENT AND CONTINUED EMPLOYMENT:

Possession of an appropriate valid New York State Driver’s License.
