A CONTINUOUS RECRUITMENT

 OPEN COMPETITIVE (DECENTRALIZED) EXAMINATION FOR:

CASEWORKER, O.C. CR-15

SALARY:  Grade 15S, Genesee County.  Salary varies in school districts and other civil divisions under the jurisdiction of Genesee County Human Resources.

VACANCIES: This examination is being held to establish an eligible list to fill future vacancies as they occur.  An eligible may receive only one permanent appointment from this list. Once appointed, there will be a Probationary Period of 8-52 weeks based on performance of duties. During this probationary period the Department Head has the ability to terminate employment, without cause.

ELIGIBLE LISTS:  Successful candidates will have their names placed on the eligible list in the order of their final scores, regardless of the date on which they filed or on which they took the examination.  The names of qualified candidates will remain on the eligible list for one (1) year from their declared eligibility date as a result of this continuous recruitment examination.

CANDIDATES MUST HAVE BEEN LEGAL RESIDENTS OF GENESEE COUNTY, OR OF A COUNTY CONTIGUOUS TO GENESEE COUNTY, FOR AT LEAST TWO (2) MONTHS PRIOR TO THE DATE OF THE WRITTEN EXAMINATION, AND MUST HAVE CONTINUED THEIR RESIDENCY THROUGH THE PERIOD LEADING TO THEIR INITIAL APPOINTMENT.  RESIDENTS OF AN ADJOINING COUNTY, IN A SCHOOL DISTRICT UNDER JURISDICTION OF THE CIVIL SERVICE AGENCY, MEETING EQUIVALENT RESIDENCY REQUIREMENTS, WILL BE ELIGIBLE FOR EXAMINATION AND FOR APPOINTMENT IN THAT DISTRICT ONLY.  ELIGIBLE RESIDENTS OF A CIVIL DIVISION MAY BE GIVEN PREFERENCE IN APPOINTMENT TO VACANCIES IN THEIR AREA OF RESIDENCY.

Candidates who file for Caseworker examinations with more than one civil service agency will be required to use the score received in this examination subject to the following terms and conditions:

1.         A candidate is permitted to take a Caseworker examination prepared by the NYS Department of Civil Service only once during each of the following defined periods:

January 1 - June 30

July 1 - December 31

2.         A candidate who applies and is approved for more than one Caseworker examination during the same six-month period (January 1-June 30 or July 1-December 31) is required to use the score resulting from a single test   administration for all examinations held during the same six-month period.                 

3.         The candidate must inform the civil service agency if he/she has previously taken a Caseworker examination in any other civil service agency and provide the location and date the examination was taken.

4.         A candidate must pay application fees for each examination requiring such fees.

5.         A candidate’s placement on resultant eligible list(s) and duration of eligibility for appointment will be determined by the civil service agency conducting the examination(s).

The Genesee County Human Resources Director reserves the right to terminate this continuous recruitment program and re-establish a periodic type of examination.

MINIMUM QUALIFICATIONS: Candidates must meet the following requirements on or before the date of the written test:

Graduation from a regionally accredited or New York State registered college or university, with a Bachelor’s degree,  [PLEASE ATTACH A COPY OF YOUR DEGREE TO YOUR APPLICATION].

SPECIAL REQUIREMENT FOR APPOINTMENT IN SCHOOL DISTRICTS Per Regulations of the Commissioner of Education, to be employed in a position designated by a school district or BOCES as involving direct contact with students, a clearance for employment from the State Education Department is required.

NOTE – FILING FEES: (The acceptance of your application is dependent upon your following these instructions accurately):

A fee of $20.00 is required for each separately-numbered examination for which you apply.  The required fee must accompany your application.  The fee may be submitted in the form of either CASH or CREDIT CARD (if delivered in person), PERSONAL CHECK or MONEY ORDER, (if by mail).  Personal Checks and Money Orders must be payable to the GENESEE COUNTY TREASURER.  Please write the examination number(s) on your personal check or money order.  YOUR APPLICATION FEE WILL NOT BE REFUNDED if you do not meet the requirements for admission to the examination. Compare your qualifications carefully to the requirements stated on the announcement and file only for those examinations for which you are clearly qualified. A waiver of application fee will be allowed if you are receiving unemployment and primarily responsible for the support of a household.  In addition, a waiver of application fee will be allowed if you are determined eligible for Medicaid, or are receiving Supplemental Security Income payments, or Temporary Assistance for Needy Family assistance or Safety Net assistance, or are certified Job Training Partnership Act/Workforce Investment Act eligible through a State or local social service agency.  All claims for application fee waiver are subject to verification.  In order for us to verify your eligibility for an application fee waiver, you must complete a “Request for Fee Waiver” form and submit it with your application by the close of business on the Last Filing Date as indicated on the Examination Announcement. TYPICAL WORK ACTIVITIES:

Formulates and carries out plans to meet the needs of the individual or family;

Provides counseling to motivate the individual or family to increase their own capacity and confidence in their ability to handle problems;

Studies the background and need for care of children referred, securing information from the child himself, the family, relatives, schools, churches, family courts, and other agencies;

When foster care is necessary, determines whether the child’s needs can best be met in an institution or a foster family home;

Plans with parents and relatives for the care of children and reestablishment of the home;

Establishes a relationship with individuals and families, to persuade them to avail themselves of recommended social services;

Identifies the need for services, through in-depth discussions with clients;

Maintains liaison with various agencies to which individuals and families can be referred for services;

Works closely with other staff personnel, such as homemakers, in carrying out the plan for services;

Reviews existing case records for available information, for use in formulating a plan of treatment;

Periodically reviews cases, to determine changes in the individual’s or family’s situations affecting need for service;

May be required to facilitate certain programs within the agency;

SUBJECT OF EXAMINATION: There will be a written test which you must pass in order to be considered for appointment.  The written examination will be designed to test for knowledge, skills, and/or abilities in such areas as:

1.         Establishing and maintaining effective helping relationships in a social casework setting;

2.         Interviewing;

3.         Preparing written material.

CANDIDATES ARE ALLOWED TO USE QUIET, HAND-HELD, SOLAR OR BATTERY POWERED CALCULATORS.  CELL PHONES OR DEVICES WITH TYPEWRITER KEYBOARDS ARE PROHIBITED.

EXPANDED SUB-TEST DESCRIPTION:

Establishing and Maintaining Effective Helping Relationships in a Social Casework Setting - These questions test for an understanding of the factors contributing to the development and maintenance of positive and productive client-worker relationships.  You will be provided with descriptions of specific client-worker interactions and asked to select the appropriate responses.  The questions cover such topics as confidentiality, time management, professional ethics, and referral techniques.

Interviewing - These questions test for an understanding of the principles and techniques of interviewing and their application to specific client-worker situations.  You will be provided with a series of concrete interviewing situations for which you will be required to select an appropriate course of action based on an analysis of the situation, the application of the information provided and the ramifications of various interviewing principles and strategies.  You will also be asked questions about the interviewing process and various interviewing techniques. 

Preparing Written Material - These questions test for the ability to present information clearly and accurately and to organize paragraphs logically and comprehensibly.  For some questions, you will be given information in two or three sentences followed by four restatements of the information.  You must then choose the best version.  For other questions, you will be given paragraphs with their sentences out of order and then asked to choose from four suggestions the best order for the sentences.

ACTIVE MILITARY MEMBERS: Any member of the armed forces of the United States who has duly filed an application to compete in a scheduled competitive examination but was deprived of the opportunity to compete in the examination due to active military duty could be provided with a special military make-up examination. Current members of the Armed Forces may apply for Veteran’s credits by filing an “Application for Veteran’s Credits” (Form VC-1).  The “Application for Veteran’s Credits” can be obtained at Genesee County Human Resources, 15 Main St., Batavia, NY 14020 or from our website at, www.co.genesee.ny.us. Proof of military status must also be presented and verified in order for consideration of granting of “conditional” Veteran’s credit.  Acceptable proof may include a military I.D. card, military orders, or other official military document that substantiates active military service at time of exam. This documentation and VC-1 Form must be received prior to the establishment of the Eligible List for this examination.  The “conditional” status of the additional credits will remain until proof is provided indicating that the service was in time of war and that the veteran received an honorable discharge, or was released under honorable circumstances.

ADDITIONAL CREDIT AUTHORIZED:  Additional credits shall be allowed for children of firefighters and police officers killed in the line of duty, as “child” in this section in competitive examinations for original appointment.  (a) On all eligible lists resulting from competitive examinations, the names of eligible persons shall be entered in the order of their respective final earned ratings on examinations, with the name of the eligible person with the highest final earned ratings at the head of such list, provided, however, that for the purpose of determining final earned ratings, children of firefighters and police officers killed in the line of duty shall be entitled to receive an additional ten (10) points in a competitive examination for original appointment in the same municipality in which his or her parent has served.  (b) Such additional credit shall be added to the final earned rating of such child, as the case may be, after he or she has qualified in the competitive examination and shall be granted only at the time of establishment of the resulting eligible list.

VETERANS: Additional credits are available to veterans who meet certain established requirements.  Veterans who have not exhausted their credits should make application for their use, if desired.  A COMPLETED APPLICATION FOR VETERANS CREDITS (FORM VC-1) AND A COPY OF SEPARATION PAPERS (FORM DD-214) MUST BE RECEIVED BEFORE THE ELIGIBLE LIST FOR THIS EXAMINATION IS ESTABLISHED IN ORDER TO UTILIZE ADDITIONAL CREDITS.  DISABLED VETERANS MUST SUBMIT, IN ADDITION, A COPY OF FORM VC-3 (AUTHORIZATION FOR DISABILITY RECORD). The “Application for Veteran’s Credits” can be obtained at Genesee County Human Resources, 15 Main Street, Batavia, NY 14020 or from our website, www.co.genesee.ny.us.

PUBLIC SERVICE LOAN FORGIVENESS: College graduates with student loans may be eligible to have part of their loan paid for after being employed in a full-time position at Genesee County. This examination is being prepared and rated in accordance with Section 23-2 of the Civil Service Law.  The provisions of the New York State Civil Service Law, Rules, and Regulations dealing with the preparation and rating of examinations, as well as establishment and certification of eligible lists for positions in the classified service, will apply to this examination.
