ANNOUNCES

AN OPEN COMPETITIVE EXAMINATION FOR:

 

ASSISTANT DIRECTOR OF FACILITIES III, O.C. #62-257

SALARY:     $56,000 per year (2018) Batavia City Schools

VACANCY:  Batavia City Schools has one (1) position currently held by a provisionally appointed employee, who may be appointed on a permanent basis if found reachable on a civil service list established as a result of this exam.  This examination is also being held to establish an eligible list to fill future vacancies, which may occur during the life of the eligible list.

An eligible may receive only one permanent appointment from this list. Once appointed, there will be a Probationary Period of 8 to 52-weeks based on performance of duties. During this probationary period the Department Head has the ability to terminate employment, without cause.

CANDIDATES MUST HAVE BEEN LEGAL RESIDENTS OF GENESEE COUNTY FOR AT LEAST TWO (2) MONTHS PRIOR TO THE DATE OF THE WRITTEN EXAMINATION, AND MUST HAVE CONTINUED THEIR RESIDENCY THROUGH THE PERIOD LEADING TO THEIR INITIAL APPOINTMENT.

MINIMUM QUALIFICATIONS: Candidates must meet one of the following requirements on or before the date of the written test:

Graduation from high school or possession of an appropriate equivalency diploma recognized by the NYS Department of Education, AND EITHER:

A)        A Bachelor’s or higher-level degree in School Facilities Management, Engineering, Engineering Technology, Building Construction Technology or a related field and one (1) year of experience in general building construction, building maintenance or repair work in one (1) or more of the specialty trades*, which one (1) year must have been in a supervisory capacity, [IF CLAIMED, PLEASE ATTACH A COPY OF YOUR OFFICIAL TRANSCRIPT AND INDICATE ALL RELEVANT EXPERIENCE ON YOUR APPLICATION];

OR 

B)        An Associate’s degree in School Facilities Management, Engineering, Engineering Technology, Building Construction Technology or a related field and three (3) years of experience as defined by the limits of (A) above and which one (1) year must have been in a supervisory capacity, [IF CLAIMED, PLEASE ATTACH A COPY OF YOUR OFFICIAL TRANSCRIPT AND INDICATE ALL RELEVANT EXPERIENCE ON YOUR APPLICATION];  

OR

C)        Five (5) years of experience as defined by the limits of (A) above and which one (1) year must have been in a supervisory capacity, [IF CLAIMED PLEASE INDICATE ALL RELEVANT EXPERIENCE ON YOUR APPLICATION].

*Specialty trades would include plumbing, electrical work, heating, ventilating and air conditioning installation.

NOTE: You may file for this examination if you expect to complete the educational requirement by January 31, 2019.  If successful on the examination, however, you will not be certified for appointment until you have submitted proof of completion of the educational requirements to Genesee County Human Resources. Proof must be submitted no later than 2 months after the completion date. Failure to do so will result in removal of your name from the eligible list.

A copy of an official transcript is acceptable for the purpose of taking this examination, however, at such time a candidate is offered an appointment, an official sealed transcript with a raised college seal must be on file with Genesee County Human Resources prior to the appointment.

NOTE – FILING FEES: (The acceptance of your application is dependent upon your following these instructions accurately):

A fee of $20.00 is required for each separately-numbered examination for which you apply.  The required fee must accompany your application.  The fee may be submitted in the form of either CASH or CREDIT CARD (if delivered in person), PERSONAL CHECK or MONEY ORDER, (if by mail).  Personal Checks and Money Orders must be payable to the GENESEE COUNTY TREASURER.  Please write the examination number(s) on your personal check or money order.  YOUR APPLICATION FEE WILL NOT BE REFUNDED if you do not meet the requirements for admission to the examination. Compare your qualifications carefully to the requirements stated on the announcement and file only for those examinations for which you are clearly qualified. A waiver of application fee will be allowed if you are receiving unemployment and are primarily responsible for the support of a household.  In addition, a waiver of application fee will be allowed if you are determined eligible for Medicaid, or are receiving Supplemental Security Income payments, or Temporary Assistance for Needy Family assistance or Safety Net Assistance, or are certified Job Training Partnership Act/Workforce Investment Act eligible through a State or local social service agency.  All claims for application fee waiver are subject to verification.  In order for us to verify your eligibility for an application fee waiver, you must complete a “Request for Fee Waiver” form and submit it with your application by the close of business on the Last Filing Date as indicated on the Examination Announcement. TYPICAL WORK ACTIVITIES:

Assist in supervising daily preventative maintenance and custodial activities, which may include but not limited to replacing locks, painting, carpet, floor tile, window, drywall replacement and or repair, orders cleaning supplies, fuels and parts for equipment and buildings;

Preforms preventative maintenance and repairs on equipment, including plumbing, HVAC and electrical systems;

Manage the DDC energy management system and Electrical work order system including reviewing and assigning;

Performs inspections and tests of security systems, safety lighting, fire extinguishers, fire alarm system, doors, and eyewash stations to ensure proper operation and compliance with applicable codes and regulations; 

Troubleshoot problems with equipment, may contact contractors to perform repairs when a non-routine issues is identified;

Inspects painting, carpentry, plumbing, electrical and other mechanical maintenance as well as construction worked performed by private contractors, custodial, or maintenance employees;

Oversee the work of contractors to ensure work is being performed and completed satisfactorily;

Read and interpret building drawings and or specifications; Make minor engineering and construction judgment to resolve problems;

Manage facility contracts and lease properties;

Oversee the District Disaster Preparedness Planning;

Assist in planning of maintenance budget, repair and operational needs with school administrator(s);

Assist in developing schedules, oversee and reviews preventative maintenance work order system program designed to retain buildings, grounds and equipment in a safe operating condition;

Creates and maintains records and reports relative to the work being performed and schedules repairs when necessary;

Assist with supervision and participates in the removal of snow and ice from sidewalks and roadways;

Maintain various records and accounts pertaining to equipment, operations, purchases, inventory of supplies and equipment, and identifies payments to suppliers;

Monitor and approve time records of all maintenance and custodial personnel, including approval of overtime using established procedures and budgets, assist in purchasing recommendations for custodial and maintenance supplies;

Assume the duties and responsibilities of Director of Facilities in his/her absence;

Assist interviewing and recommendation of new personnel;

Responds to inquiries from employees, school district administrators and the public regarding school district building and grounds activities;

Provides or coordinates staff training, technical training in areas of buildings and grounds maintenance and supervises in-service training of custodial and maintenance employees;

Assist in managing work schedules, processes vacation, personal, and sick leave requests ensuring employees have adequate leave accruals;

Maintains records and prepares reports related to operations including health and safety.

SUBJECT OF EXAMINATION: A written test designed to evaluate knowledge, skills and/or abilities in the following areas:

1.         Administrative Supervision
2.         Work Planning and Scheduling  
3.         Review and Interpretation of Plans and Specifications, and the Preparation of Estimates      
4.         Operation, Construction, Alteration, and Maintenance of Physical Plants, including Mechanical and Electrical Equipment                         
5.        
Maintenance Management and Energy Conservation
6.         Review and Interpretation of Contracts and Codes
7.         Operation and Maintenance of Heating, Ventilating and Air Conditioning Systems        

USE OF A CALCULATOR IS RECOMMENDED FOR THIS EXAMINATION.  QUIET, HAND-HELD, SOLAR OR BATTERY POWERED CALCULATORS ARE PERMITTED.  DEVICES WITH TYPEWRITER KEYBOARDS SUCH AS COMPUTERS, SPELL-CHECKERS, PERSONAL DIGITAL ASSISTANTS, ADDRESS BOOKS, LANGUAGE TRANSLATORS, DICTIONARIES AND ANY SIMILAR DEVICES ARE PROHIBITED.

EXPANDED SUB-TEST DESCRIPTION:

Administrative Supervision - These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and his/her subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections.

Work Planning and Scheduling  - These questions test for knowledge of the principles used in developing and implementing work plans and for the ability to arrange work assignments in a manner that will achieve work goals while staying within scheduling criteria. This may include setting up vacation or work schedules, taking into consideration such factors as seniority, work skills, duty hours, and shift coverage.

Review and Interpretation of Plans and Specifications, and the Preparation of Estimates - These questions test for the ability to read and understand typical building plans, layouts, and technical specifications; and for the ability to calculate accurate estimates of material and labor costs.

Operation, Construction, Alteration, and Maintenance of Physical Plants, Including Mechanical and Electrical Equipment - These questions test for knowledge of the methods and materials used in the construction, alteration, maintenance and repair of physical plant facilities including such areas as building foundation and framing, building hardware, insulation, and roofing; and building plumbing, electrical, sanitary, and heating, ventilating, and air conditioning systems.

Maintenance Management and Energy Conservation - These questions test for knowledge of the principles and practices involved in managing a building maintenance and energy conservation program including such areas as determining the need for and scheduling building repairs; proper building maintenance techniques; and effective energy conservation practices for buildings, including optimal heating plant and cooling system operation.

Review and Interpretation of Contracts and Codes - These questions test for knowledge of the principles and practices involved in reviewing and interpreting typical contract documents; and the ability to read and interpret standard building code reading selections.

Operation and Maintenance of Heating, Ventilating and Air Conditioning Systems - These questions test for knowledge of basic principles, practices and techniques essential to the correct operation and maintenance of heating, ventilating and air conditioning systems, including such areas as air supply and exhaust systems, circulating fan capacities, building ventilation requirements, steam, hot water, and hot air heating systems; boiler operation; the refrigeration cycle, types and characteristics of refrigerants, troubleshooting air conditioning system problems, and proper maintenance of air conditioning systems.

The New York State Department of Civil Service has not prepared a test guide for this examination. However, candidates may find information in the publication "How to take a written test" helpful in preparing for this test. CROSS-FILING:If you have applied for other local government or state examinations, call or write to each civil service agency to make arrangements no later than two weeks before the date of the examinations.  You must notify all local government civil service agencies with whom you have filed an application of the test site at which you wish to take your examinations.  The “Cross-filer Form” for Genesee County can be obtained at Genesee County Human Resources, 15 Main St., Batavia, NY 14020 or from our website, www.co.genesee.ny.us.

NOTE: Religious Accommodations, Persons with Disabilities or Active Military: If special arrangements for testing are required, please indicate this on your application. ACTIVE MILITARY MEMBERS: Any member of the armed forces of the United States who has duly filed an application to compete in a scheduled competitive examination but was deprived of the opportunity to compete in the examination due to active military duty could be provided with a special military make-up examination. Current members of the Armed Forces may apply for Veteran’s credits by filing an “Application for Veteran’s Credits” (Form VC-1).  The “Application for Veteran’s Credits” can be obtained at Genesee County Human Resources, 15 Main St., Batavia, NY 14020 or from our website at, www.co.genesee.ny.us. Proof of military status must also be presented and verified in order for consideration of granting of “conditional” Veteran’s credit.  Acceptable proof may include a military I.D. card, military orders, or other official military document that substantiates active military service at time of exam. This documentation and VC-1 Form must be received prior to the establishment of the Eligible List for this examination.  The “conditional” status of the additional credits will remain until proof is provided indicating that the service was in time of war and that the veteran received an honorable discharge, or was released under honorable circumstances.

VETERANS: Additional credits are available to veterans who meet certain established requirements.  Veterans who have not exhausted their credits should make application for their use, if desired.  A COMPLETED APPLICATION FOR VETERANS CREDITS (FORM VC-1) AND a COPY OF SEPARATION PAPERS (FORM DD-214) MUST BE RECEIVED BEFORE THE ELIGIBLE LIST FOR THIS EXAMINATION IS ESTABLISHED IN ORDER TO UTILIZE ADDITIONAL CREDITS.  DISABLED VETERANS MUST SUBMIT, IN ADDITION, A COPY OF FORM VC-3 (AUTHORIZATION FOR DISABILITY RECORD). The “Application for Veteran’s Credits” can be obtained at Genesee County Human Resources, 15 Main St., Batavia, NY 14020 or from our website at, www.co.genesee.ny.us.

ADDITIONAL CREDIT AUTHORIZED:  Additional credits shall be allowed for children of firefighters and police officers killed in the line of duty, as “child” in this section in competitive examinations for original appointment.  (a) On all eligible lists resulting from competitive examinations, the names of eligible persons shall be entered in the order of their respective final earned ratings on examinations, with the name of the eligible person with the highest final earned ratings at the head of such list, provided, however, that for the purpose of determining final earned ratings, children of firefighters and police officers killed in the line of duty shall be entitled to receive an additional ten (10) points in a competitive examination for original appointment in the same municipality in which his or her parent has served.  (b) Such additional credit shall be added to the final earned rating of such child, as the case may be, after he or she has qualified in the competitive examination and shall be granted only at the time of establishment of the resulting eligible list.

PUBLIC SERVICE LOAN FORGIVENESS: College graduates with student loans may be eligible to have part of their loan paid for after being employed in a full-time position at Genesee County.
